The Ministry for Transport, through their Press Relations division, has informed PortoGente that they are studying, together with the National Agency for Land Transport (Agência Nacional de Transportes Terrestres – ANTT), a new model for future railway concessions, examining the separation between the operation and the maintenance of the permanent track. One concessionaire would be responsible for keeping the track in good condition and also for offering the transport services to one or more independent operators, who would come in with their trains and pay for the use of the track.
Considering the general picture of the last few years, the Ministry says that the volume of investments that the Federal Government (through PAC and PPA) has made to overcome the main bottlenecks of the national transport system is positive, confirming that the current situation is already a significant improvement on the situation a few years ago.
Despite the efforts towards accomplishments and investments, says the Ministry, it cannot be denied that there are still bottlenecks in different forms of transport, and only through the next few years, with growing investment, will these be permanently overcome. “On the railways, there is still the problem of squatting on right-of-way, a large number of level crossings, the lack of bypasses in urban areas and also insufficient network extension”.
The National Plan for Transport and Logistics (Plano Nacional de Logística e Transporte – PNLT), in their current project portfolio, shows a forecast of investments in railway projects totaling R$ 150 billion, of which R$ 34 billion between 2008 and 2011, R$ 53 billion between 2012 and 2015 and the other R$ 63 billion between 2015 and 2023, involving Federal funds and also those of the railway concessionaires.
