President Dilma Rousseff wants more studies about the bullet train. The request from the Brazilian Plateau may delay the concession process.
On the day before yesterday, Dilma met the minister Paulo Passos (Transports) and members from technical areas for a new concession model presentation. The President requested that the model continues under studies.
ANTT’s ( Agência Nacional de Transportes Terrestres -National Agency of Land Transports) Director, Bernardo Figueiredo, said that after the President’s approval, it shall be launched the public hearing regarding the project’s new concession model. It was expected for this to happen in April, so the bid could proceed this year.

Last year, the first auction for the bullet train was a total failure due to the lack of interested Companies. According to the model, only one Company shall buy the trains, construct both track and stations and run the system. The winner will be who offers the lowest tariff.
After the failure, ANTT provided a model in which one Company shall run the trains and another one shall construct both track and stations. The Government will receive money from trains’ operator and shall pay the contractor. If the cost is not enough, the Government shall pay the difference.
The presentation given to the President still had a few gaps. For example, there was no definition if the better way would be for the commercial and real estate revenues of stations and surrounding areas to be run by the trains’ operator, tracks’ contractor or Etav-the State Company that shall be one of the business partners.
The information in the market is that there were no enough technicians to build the new model. Technicians’ work was concentrated on replying the invitation to bid of airports.
