The distribution of this total and its application were presented by the chairman of EPL (Empresa de Planejamento e Logística), Bernardo Figueiredo. Bernardo Figueiredo – In the Logistics Investment Program, announced in August 2012, there is an estimate of $480 billion of private investment in roads, railroads, ports, airports and the design of the HST (High Speed Train) during the concession year. After nearly a year, the government is finalizing the studies, with public hearings, to forward to the TCU (Union Accounts Court). After the release from the court, these projects will be tendered. The idea is to perform all highway and railroads auctions by December 2013. In September, the government will bid the first step of TAV. Ports and airports (Galeão and Confins) should also be auctioned this year.
What is the amount allocated to each area?
The Investment Program in Logistics came to broaden participation in cargo volume in the railroads, which investment will be $180 billion, of which $110 billion in the first five years. Over 10,000 km will be built, which will integrate roads, railroads and ports. Moreover, in the duplication of 7.500km road, will be $85 billion, of which $47 billion in the first five years, the refurbishment and leasing of 150 port terminals, are estimated $ 40.4 billion, in the TUPs (terminals for private use), $ 61 billion, the National Dredging Plan II, $7.5 billion, in airports Galeão (RJ) and Confins (MG), $23 billion, and the first phase of modernization of 270 regional, $14.5 billion. In the initial stage of the TAV Rio de Janeiro-Sao Paulo-Campinas, $ 14.5 billion (prices of December 2008 prices).
Why is there a need for concessions to private initiative, which are the criteria and guarantees of service in the public interest?
Bernardo Figueiredo – It is necessary to plan the growth of the logistics infrastructure in the long term and invest heavily in the sector to overcome the bottlenecks that exist today. The state is investing, but is unable to single-handedly cover the liabilities estimated at $1 trillion. Therefore, investments of the private sector are essential.
How these concessions will operate?
Bernardo Figueiredo – On highways, the period is 30 years, the rate of return of the project will be 7.2% per annum and leveraged, 15%, in railroads, 35 years, the project fee, 6.5%, with expectation of revision, and leveraged, 16%; in ports, the period shall be 25 years, renewable once, and the rate, 8.3%, and may vary according to model and be reviewed. For the latter, the criterion will be bidding more movement with lowest rate. The TUP, which term will also be 25 years, but renewable successively, the authorization criteria will be preceded by a public call and order the difference between load itself and third parties. In National Dredging Plan II, should be done deepening and maintenance of the access channel, turning basin and berths.
The contract is ten years, in blocks. For Galeão and Confins will be required minimal operator experience of 35 million passengers/year. Their minimal participation in the consortium will be 25% and Infraero (Empresa Brasileira de Aeronáutica), 49%. The auction will take as a criterion the largest economic proposal submitted. For regional airports, in addition to the 270 provided in the first phase of investment, the goal is to strengthen and structure the network 689 of them. The concession will be in partnership with states and municipalities. The TAV, which started commercial operations should occur in July 2020, the period shall be 40 years (technology transfer agreement). The EPL will participate with 45% stake in SPE (Special Purpose Company). The ceiling rate will be $ 200.00 (economic Rio-São Paulo), with minimum payment of $140 per train/km (December 2008 prices).
In addition to the Investment Program in Logistics, which is the need to achieve the expected result?
Bernardo Figueiredo – It’s been more than 30 years without heavy investments in the area, so Brazil accumulated a deficit of infrastructure which we estimate to be $1 trillion. We need to modernize the infrastructure to gain scale production. Today Brazil produces nothing because it has no infrastructure. EPL is also preparing a search of Origin and Destination of cargo and passengers in the country, which should be ready in 2014 and will enable to know the market and this movement. The government wants to make a continuous action to prevent logistics crises. The projects do not end in this program. For this, EPL was created in August 2012, with the goal of making a plan and conduct studies to expand the integration of modal and make the country more competitive.
