Budget approves relocation of $123.80 million

The Joint Budget Committee approved this Wednesday a proposal (Executive’s PLN 6/13) that opens a special credit of $123.80 million for the National Department of Infrastructure and Transport (DNIT – Departamento Nacional de Infraestrutura e Transporte) and Valec – Engenharia, Construções e Ferrovias. The funds will be relocated between agencies works.


The committee relater, Deputy José Rocha (PR party of Bahia), submit an alternative to the text in order to incorporate requests from parliamentarians. In total, he approved 8 of 22 amendments presented to relocate a total of $7.68 million in credits. One amendment was unadmitted by the relater and 13 were rejected.


Dnit


Through Dnit, the $62.13 million credit will be directed to projects such as the construction of the metropolitan arc of Recife, at BR-381 highway, and a road overpass in Maceió. “The arc and the overpass seek to divert heavy traffic in urban traffic and decongest the roads involved,” said the Minister of Planning Miriam Belchior on message sent to Congress along with the original proposal.


Most resources of Dnit will go to the implementation of the arc in Recife, a project estimated at $20.38 million. The original proposal provided $23.01 million. The amendments included works in Congonhas (state of Minas Gerais), Barra do Garças (state of Mato Grosso), Santarém (state of Pará), Boa Vista (state of Roraima) and Guaíra (state of Paraná), totaling $3.68 million.


The relocation will come from works such as a stretch of the BR-156 highway between the cities of Ferreira Gomes and Oiapoque (state of Amapá), on the border with French Guiana, budgeted at $13.80 million.


Valec


Another $61.67 million are allocated for Valec. According to the initial project, the resources would all go to recover degraded areas of the North-South Railroad, with works such as drainage systems and reconstruction of culverts. According to the Executive, the use of resources is to ensure operability and safety for the rail traffic. With the amendments, out of this total, $2.30 million will be for the recovery of the railroad in a stretch located exclusively in the state of Minas Gerais, and another $322,172 to adjust the railroad in the city of Dois Córregos (state of São Paulo).


To release these resources, the construction works of the East-West Railroad from Ilhéus to Barreiras, both cities located in the state of Bahia, will have $36.81 million of investment canceled. The other $24.85 million will come from the support for deployment of the High Speed Rail (HSR, the bullet train from Rio de Janeiro to Campinas through São Paulo). The auction of the bullet train has been postponed three times and will occur only in 2014.


Works maintained


The government said that the works that had resources canceled will not have implementation compromised, since the relocations were decided based on projections of possible expense until the end of the year.


According to the justification of the Executive, the opening of the special credit does not affect the pursuit of the primary surplus goal, since resources are for relocation between discretionary spending.


Procedure


The proposal now goes to the Floor of Congress.
