Curitiba subway auction should occur in May

The municipality of Curitiba has opened for public consultation the draft of the bidding for their expected metro. The document should be released in late February and the expectation is that the auction will take place in May.

The bidding on public-private partnership model will be made by the lowest rate —the maximum was set at US$ 1.07. In addition, the winning consortium will receive from the government an annual contribution of US$ 12,5 million, tied to an index of quality. The better the service provided, the more the consortium receives.

All in all, the maximum revenue in the 35-year concession is US$ 5,1 billion. Another US$ 256,5 million could be raised in ancillary revenues, such as advertising and exploitation of commercial activities.

We are being approached by representatives worldwide. We have absolute clarity that the major operators in Brazil and the world are following this project, stated Mayor Gustavo Fruet (PDT).

The work is estimated at US$ 1,9 billion. Of the total, US$ 571 million will come from the private sector, US$ 756 million from the Union and the rest will be funded by state and county.

For the initial project, it was predicted that the ceiling-rate to be set at US$ 1.14. Last year, however, Fruet decided to open an Interest Expression Procedure (PMI) and call interested companies to submit new studies.

The winner was Triunfo Participações, who proposed extending the layout to a further 2.17 miles. The path, although short, would achieve a populous district of the city, increasing the demand and reducing the rate. We believe that in this fare level the project is viable and the private sector will not have losses, assured the Secretary of Planning, Fábio Scatolin.

On the 15th a public hearing shall be held to discuss the announcement. The works should start in the second half and the city expects delivery of the first phase of the metro in four years.

Studied since the ’60s, the design of the Curitiba metro just started leaving the paper after the protests of June last year, which brought the issue of urban mobility to the center of discussion.

In October, President Dilma Rousseff announced in Curitiba the release of federal funds for grant for the work and determined that the National Treasury would release loans for the state of Paraná to do their part.

The Curitiba metro will have 10.9 miles —with over 9.3 miles underground— and 14 stations. There is still discussion about how to integrate with other modes, such as bus, which became known as the Curitiba model of efficiency, but today operate on the edge and are targets of constant complaints from the population.
