PEC establishes a minimum for spending

The federal government may have, between 2016 and 2022, minimum limits to be spent on roads, railways, ports and airports. That is determined by the Proposal for Constitutional Amendment (PEC) 104/2015, an initiative of the Special Commission for the Federal Pact Enhancement, which is ready to be voted on the Senate’s plenary. If approved, the text proceeds for examination by the Chamber of Deputies.

According to the proposal, until the financial year 2022, there will be a minimum percentage of resources to be applied by the Union on investment and funding for highways, railways, ports and airports. This year, this limit should be equal to the average of the amounts committed in the financial years from 2011 to 2014, plus 5%. From 2017 to 2022, the limit will correspond to the amount determined in the previous year, adjusted by the nominal GDP growth.

— Our proposal is to ensure at least the average of the investments made between 2011 and 2014 for the next seven years, even though our opinion is that investment and funding of these important infrastructures would deserve much more resources – argued Senator Walter Pinheiro (PT-BA), who was chairman of the committee.

Federal Pact
The Special Commission for the Federal Pact Enhancement was created in May 2015 to readdress the federal pact, enable funding to states and municipalities; and organize and prioritize the various proposals on the subject under discussion in the Federal Senate.
