Porto Alegre evaluates financial modeling of the metro

The definition on the financial modeling of Porto Alegre metro by the federal government should occur by the end of the next week. The assurance has been given by Maurício Muniz, Secretary of PAC (Growth Acceleration Program) to the Mayor José Fortunati, yesterday morning, in Brasília. According to Muniz, the only pending issue is the final approval by the Ministers of Cities, Planning and Treasury.


“The Porto Alegre metro’s bidding process depends on this announcement,” emphasizes the Mayor, which did not receive any indications on the guidelines to be selected by the Federal Government for transfer of federal funds. Fortunati reminds that the city and state administration teams and partners are already working in an integrated way at the newly opened MetrôPoa Office to speed the required studies and projects.


With a total budget of US$ 1.2 billion, the project has provision for investments of US$ 300 million from the city administration, US$ 150 million from the state government and US$ 500 million from the federal government. The amount also includes US$ 130 million in local and state tax exemptions, and US$ 160 million from private financing.


The first phase of the metro line, estimated in 15 kilometers and 13 stations, covers Assis Brasil, Borges de Medeiros, Brasiliano de Moraes, Benjamin Constant, Cairú and Farrapos avenues, Voluntários da Pátria Street and Glênio Peres square. The project also includes a transportation technology separated from the traffic system, called as “light metro”, and indicated as the best choice for servicing the demand of Porto Alegre.


The metro line operation will service an average daily public of 310,000 passengers, thus reducing the utilization of individual transport and encouraging the utilization of public transportation. It will include 25 x 4-car consists, which carry on average 270 passenger each.

The renewal of the Interstate Bus Terminal of Porto Alegre should provide, in addition to greater comfort for the 14,000 passengers serviced every day, the integration with other transportation means available in the Capital. In order to meet such goal without disregarding the architectural improvement, the state government launched yesterday a contest for the Basic Project for Modernization of the Bus Terminal. This contest is aimed at selecting the two top best proposals for improving accessibility, comfort, architecture and integration of the terminal site with the rest of the downtown area. The preparation of Technical Study of Economical-Financial Feasibility and Technical Study of Environmental Feasibility is also a premise for selection.
The proposals received from November 30 will be evaluated by a Commission of Judges formed by members of the State Secretariat of Infrastructure and Logistics (Seinfra), Autonomous Department of Roads (Daer), city administration, Regional Council of Engineering and Agronomy of the State of Rio Grande do Sul (Crea-RS), Brazilian Institute of Architects – Rio Grande do Sul Department (IAB/RS), State Secretariat for Tourism (Setur) and Association of Inter-city Transport of Rio Grande do Sul (RTI).


“The inter-city bus station in the Capital must receive differentiated consideration, including a large set of improvements. This is the reason for opening the contest. Once selected the architectural project, the company that wins the bid for the site management must follow the modernization portfolio,” explained Beto Albuquerque, Head of Seinfra.


The secretary informed that, once selected the two final contestants, the decision about the model to be deployed will be submitted to public inquiry via Internet, public hearing and voting in a ballot box installed at the bus terminal. One of the items emphasized by Albuquerque was the bus terminal location, which should remain in the same place, but integrated with other regions of the city. The governmental requirement for the projects is that they include ideas on the connection between the bus terminal and Trensurb train station, waterway, and the future bicycle path at Mauá Pier, metro station and local bus stops.


In addition, it is also provisioned the inclusion of solutions for integration with the Public Market, deployment of parking areas, bicycle storeroom, thermal protection and coverage for embarking and disembarking of people that use cabs.


Abgail Pereira, Head of Setur, reinforced the importance of local qualification. “The data indicates that the key consumer of tourism services in the state is the own people that live there, with frequent travels by bus. Most of the Argentinean tourists also arrive to Rio Grande do Sul using this transportation mean. We must pay attention on this demand,” she believes.


Upon the contest launch, Florisbelo Gonçalves, President of Aerpa (Association of the Entrepreneurs in the Inter-city Bus Terminal of Porto Alegre), requested priority consideration for the 110 shopkeepers that currently work in the terminal. According to his opinion, the 3,000 people that provide services therein should not be disregarded.


Seinfra also disclosed that the proposal selected as winner by the commission of judges will be awarded with US$ 500,000, to be paid by the winner of the future bid for concession of the bus terminal services. The contract signature with the project authors is expected for the end of May 2013.
