The Secretary of State for Works, Hudson Braga, said in a statement released on this Wednesday that the modeling of the notice to bid for the construction of Metro Line 3, defining the rules that the PPP must follow, will be released within one month. The notice to bid will be released in October, and the state government expects the works can be started in January 2013.
On this Tuesday, the federal government announced the release of funds for the implementation of line 3, which will connect Niterói to São Gonçalo. Conducted by the State Secretariat of Works under the Brazilian Growth Acceleration Program 2 (PAC 2 – Programa de Aceleração do Crescimento), the metro will be responsible for integrating the two cities, with possible extension up to Itaboraí, where the Petrochemical Complex of Rio de Janeiro (Comperj) is being built. Public investments totaled R$ 1,734 billion, R$ 500 million from the Brazil Federal Budget (OGU), R$ 774 million from National Bank for Economical and Social Development (BNDES), R$ 200 million from a Banco do Brasil’s financing and R$ 260 million for environmental compensation.
Line 3 begins at Arariboia station, designed by the architect Oscar Niemeyer. It will follow along a stretch of 22 km, which will have 17.7 km of viaducts and 4.3 km of surface, connected by 14 stations. The project includes a parking and a garage for minor repairs and services in Barreto and a maintenance center in Guaxindiba. The project of the station Arariboia will compose the Niemeyer Way. According to the state government, the metro will ensure motion between cities to approximately 1.7 million inhabitants.
It is estimated that 70% of the Line 3 users will have the city of Rio de Janeiro as destination, using Arariboia Station, the largest station of the system, as a terminal station and integration station. This station will be next to where is the ferry terminal today. An intermodal terminal will be constructed, which will integrate the metro, ferry and city and intercity bus systems. It should serve about 600,000 passengers per day and will form the largest intermodal integration of the country, and the first to include a water transportation terminal.
The other terminal station is Guaxindiba, located near BR-101 highway. It will allow the intermodal integration with the cities of Itaboraí, Tanguá, Rio Bonito and Magé, ensuring the travel to Niterói and Rio de Janeiro. It is expected to expand the system to Itambi, in Itaboraí, in order to service the employees of Comperj and Visconde de Itaboraí.
The station Barreto revitalization project provides the former railroad station recovery, which is currently off. The Vila Lage station, the first of São Gonçalo, will help to structure the mass transport in the region. At Zé Garoto Square, in the Center of São Gonçalo, there will be two accesses. The expectation is to reduce travel time between the two line ends from two hours to 40 minutes.
