A kickoff. This was the definition given by the governor Jaques Wagner to the agreement signed on this Friday, January 20, between the government of Bahia and the municipalities of Salvador and Lauro de Freitas, who will allow to prepare the bid for the construction of the metro track 2, connecting the North Access to Lauro de Freitas.
Despite allowing the State government to continue the procedures required for the notice to bid publication, the agreement does not provide a precise definition of the modeling of the future transport system. Certainly, so far, only the fact that the system should have a tripartite management, involving the state government and the municipalities of Salvador and Lauro de Freitas.
The expectation, however, is that a company will be created with the participation of the state government and the municipalities in which each one enter with their assets. This company should be responsible for granting the system, which should be managed by the private sector. In this model the State should not be required to take control of municipal assets, such as the Transport Company of Salvador (CTS – Companhia de Transportes de Salvador), responsible for the metro line between Lapa and Pirajá.

“Part of the controversy started with the idea that the State is taking an asset. This is not the case. We are adding two assets to build a system. With this format, we will begin to overcome the difficulties,” governor Jaques Wagner said. Upon the signing of the agreement, the next step will be to conduct public consultations in February to discuss the system deployment.
The bid will be announced in July, with the start of works expected to late August. US$ 906.5 million will be invested, US$ 566.6 coming from the federal government and US$ 339.9 million from the State of Bahia, raised through the Brazilian Development Bank (BNDES – Banco Nacional de Desenvolvimento Econômico e Social).
