
This Tuesday (14th), the National Land Transportation Agency (ANTT) released the schedule for public hearings designed to receive contributions from society for the preparation of the bid notice and concession contract for Malha Sul, composed of the ferroviária corridors Mercosul, Rio Grande, and Paraná–Santa Catarina.
The first meeting will be held this Thursday (16th) in Brasília, with in-person participation of interested parties. It will also be possible to submit contributions through the ParticipANTT platform until August 10, 2026.
According to ANTT, the objective is to improve the concession modeling before the publication of the bid notice, incorporating suggestions from society, the productive sector, railway operators, and experts.
The hearing will begin at 10 a.m. at Setor de Clubes Esportivos Sul (SCES), Trecho 3, Lote 10, Projeto Orla Polo 8, in Brasília (DF). Contributions sent via the internet will also be analyzed during the public consultation period.
Upcoming hearings
According to ANTT’s schedule, the next in-person hearings will be held in the capitals of the South Region on the following dates:
July 27th – Curitiba (PR);
July 29th – Porto Alegre (RS);
July 31st – Florianópolis (SC).
The locations where the in-person sessions will take place in these cities will be announced later by ANTT.
About Malha Sul
Malha Sul will be divided into three railway corridors — Mercosul, Rio Grande, and Paraná–Santa Catarina — all with a planned 35-year concession period. The infrastructure will be operated in metric gauge (1 meter) and will include estimated investments of R$ 12.3 billion (Capex).
The Mercosul Corridor will begin in Iperó, in the interior of São Paulo, heading toward the South of the country, crossing the states of Paraná, Santa Catarina, and Rio Grande do Sul until reaching Uruguaiana, on the border with Argentina. The route will allow connection with the railway network of Mercosul countries.
Of the R$ 4.8 billion planned for this corridor, approximately R$ 3 billion will be allocated to the reconstruction of railway infrastructure in Rio Grande do Sul, affected by extreme weather events recorded in the state. The transport potential is estimated at 5.6 million tons per year.
The Rio Grande Corridor, in turn, has the potential to move 5.7 million tons annually, with a predominance of agricultural products and solid and liquid bulk cargo.
Approximately 75% of the cargo transported will have its origin or destination at the Port of Rio Grande. The corridor will pass through municipalities such as Pelotas, Bagé, and Santa Maria and will include estimated investments of R$ 2.8 billion.
The Paraná–Santa Catarina Corridor will concentrate approximately 78% of all Malha Sul cargo, with a movement potential of 32.6 million tons per year. For this section, the Federal Government projects investments of R$ 4.7 billion.
The corridor will have as its primary purpose the transportation of cargo destined for foreign trade, with emphasis on the ports of Paranaguá (PR) and São Francisco do Sul (SC). Additionally, market and demand studies indicate significant growth in the movement of grains, especially corn and soybeans.
