PPPs and concessions in São Paulo, Rio de Janeiro and Minas Gerais total $35.73 billion

Concession plans and Public-Private Partnerships (PPPs) in infrastructure area provided by the state governments of Rio de Janeiro, São Paulo and Minas Gerais total investments of nearly $35.73 billion in the coming years. A survey of Valor in the three states indicates that most of the projects focus on urban mobility, especially for metro works. And in the states, unlike what happens in the federal government, PPPs are the preferred model – they represent about 90% of the projects.

São Paulo has the largest number of projects. The State Management Council of PPPs provides two Metrô works, one monorail work and one train network between cities, which together amount to $18.88 billion in investment. Other areas with PPPs designed are housing (20,000 houses in downtown São Paulo at a value of $2.34 billion), health (four hospitals and a medicine factory) and sanitation ($1.27 billion), among others with smaller amounts involved. The Secretary of Planning and Regional Development of the State of São Paulo, Julio Semeghini, expects that $12.25 billion are signed in PPPs between 2013 and 2014.


Out of the total of $25.01 billion in PPPs designed by the State of São Paulo, two notices to bid ($4.90 billion) were published, three finished the phase of public consultations ($714.7 million) and two are with their modeling approved by the Council of PPPs ($3.87 billion), while the others are being structured.


Semeghini, also vice-chairman of the Management Council of PPPs in São Paulo, said that there is a environment more favorable to increase the partnerships between state and the private sector, which is present not only in São Paulo. In the state of Minas Gerais, the PPP Central Unit estimated $6.12 billion in investments over the next two years. The construction and operation of the Belo Horizonte metro are among them. The current track will be extended and two new ones will be built, causing the network to be expanded from 22 km to 38 km. The number of transported passengers should go from 200 thousand to 1 million per day. The total planned investment is $1.63 billion, of which $714.7 million will be disbursed by the private sector. The notice should be published still in the first half of 2013.


Another mobility project provides three branches of regional passenger trains in the metropolitan region of Belo Horizonte, connecting 23 cities. The planned investment is $1.27 billion, and the number of people who should be transported can reach 120 thousand passengers per day. The metropolitan north arc of Belo Horizonte provides investment of $2.04 billion over 30 years. Only the construction of 62 kilometers of highway will require $1.27 billion. Other projects under consideration are the concession of 15 regional airports to the private sector.


In the road sector, Minas Gerais is one of the states with the largest network of state roads. A study showed that out of 7,000 km, 5,500 km could be granted or administered through PPPs. In all, 63 companies participated in the studies. Despite the big network, traffic on the highways is small. The challenge now is to develop a model that is attractive for companies, said the undersecretary of transport regulation of the State Department of Transport and Public Works of Minas Gerais, Diogo Prosdocimi.


In Rio de Janeiro, the Management Council of PPPs has only one infrastructure project in the portfolio. The agency expects the construction of Rio’s Metro Line 3, which will integrate the cities of Niterói and São Gonçalo, with 22 kilometers long. The planned investments (construction and operation) totaling about $1.53 billion. The demand is estimated at 600 thousand passengers per day.


The Department of Roads and Highways (Departamento de Estrada e Rodagem – DER) expects that the private sector do interventions and operate portions of the highways RJ-104 and RJ-106 and the contour Nova Friburgo/Bom Jardim.
