Mayor Eduardo Paes and President Dilma Rousseff signed on Friday (2:06 p.m.) the transfer of financial resources from Mobility PAC (Brazilian Growth Acceleration Program) for deploying Light Rail Vehicle (LRV) in Port Region and Downtown. In the morning, Paes attended, along with the president, PAC2 launch at Rocinha neighborhood.
“I am very glad to be here approving the LRV, which is not only a transport system. It promotes the Downtown revival for the people; these transport modes bring people to downtown Rio. Here, Brazil, in its national dimension, was born. So, whenever this city has always been the heart of the Brazilian,” President Dilma Rousseff said.
The city government also signed a contract with Consórcio LRV Carioca, winner of the tender for the construction and operation of the system, which will be delivered in two stages in 2015 and 2016. The sum invested is 582 million dollars, of which 266 million dollars come from Ministry of Cities’ funds 316 million dollars from the City of Rio.
Paes highlighted the importance of Public Private Partnership (PPP) for Port Region Revitalization “Porto Maravilha” (Wonder Port) Program:
PPP was what enabled this area revitalization. Here there is no public funds, we have PPP 3.8 billion dollars investment in the region. It is the mark of a Rio that rediscovers its history, which rediscovers its downtown area. In these revitalization works we found out, for instance, the Cais da Imperatriz (Empress Quay) and Cais do Valongo (Valongo Quay), which are related to city origins.
The LRV will connect the Port Region to city financial center and the Santos Dumont Airport. The project foresees six lines with 42 stops (including at the Bus Station, at Central do Brasil, the Barges and Santos Dumont Airport) spread across 28 km tracks. The modern streetcar will be integrated with the metro, trains, barges, BRT’s, standard bus network, and Morro da Providência (Providência Hill) cable car. The payment system includes the use of Bilhete Único Carioca (Rio’s unified ticket system, by which you pays only for one travel and is entitled to use it for additional ones for a few hours.
When all the lines are in operation, the system capacity will reach to 285 million passengers per day. Each coach may carry up to 415 passengers and the interval between LRVs may range from three to 15 minutes, depending on the line and time of day. The estimated average speed for the LRV transit in Rio is 17 km / hour.

LRV Operation

Work Schedule
The start of construction is planned for the second half of 2013. The system construction will be divided into two stages. The first will consist of the implementation of the stretch comprising Vila de Mídia – Santo Cristo – Praça Mauá – Cinelândia, with completion deadline for the second half of 2015. The second step includes the stretches Central – Barcas, Santo Cristo – América – Central – Candelária, América – Vila de Mídia e Barcas – Santos Dumont, and should be completed in the first half of 2016.
Technology & Safety
– Rio LRV will be one of the first in the world entirely designed without catenaries (cables for capturing power in suspended wires). The power supply will be done through the APS system (underground electric power feeding), during the shutdowns for the third rail, a system successfully deployed in several European cities. In practice, this is an underground electric power feeding system coupled with a supercapacitor (onboard power source).
– Among LRV safety mechanisms, one that stands out is the underground electric power feeding only when the train is positioned over the third rail. Another distinguishing feature is its three brake system: mechanical, engine and emergency.
– The LRV will require trained professionals to operate it. The consortium provides for specialized training for such professionals in insulated, air-conditioned cabins which have mechanisms quite different from those used in other types of bulk transport.
Trains
Initially 5 LRV will be manufactured, all in Spain, by Alstom, in order to meet the deadline planned at the start of the operation. The other 27 trains will be manufactured in Brazil, through technology transfer from the vendor. The first units to be manufactured will be essentially equal to those currently operating in Bordeaux, France, relying on the most advanced technology.
Porto Maravilha – Reintegration of 5 million square meters to the city
With Porto Maravilha urban operation, Rio de Janeiro Municipal Government reintegrates 5 million square meters to the city, in the region encompassing the neighborhoods of Saúde, Gamboa and Santo Cristo, as well as part of downtown, Cidade Nova, Caju, and São Cristóvão. The Companhia de Desenvolvimento Urbano da Região do Porto do Rio de Janeiro (Rio de Janeiro Port Region Urban Development Company – CDURP) is the manager of the joint urban operation, the largest Public Private Partnership in the country, that will receive 8 billion reais investments for works and services for a period of 15 years, without using funds from Municipal Treasury. And for the execution of works and provision of municipal public services, the city hired Porto Novo Concessionaire.
The major works are the reconstruction of 700 km infrastructure networks, construction of over 4 km tunnels, the replacement of the Rodrigues Alves Avenue and Perimetral Highway set by the new tracks Binário do Porto and Expressa, deployment of three new sewage treatment plants, re-urbanization of 70 km tracks and 650 000 m² sidewalks, implementation of 17 km bike paths, and planting of 15,000 trees. In addition to the urban upgrading works to modernize and optimize the region’s infrastructure, Porto Novo is also responsible for urban cleaning services, maintenance of storm water drainage, garbage collection, monument and plazas’ conservation, public lighting and vehicle traffic monitoring.
The improvement in housing conditions and the stimulus to the arrival of new residents to the area indicate a leap forecast from the current 32 million to 100 million inhabitants in 2020. with a new people-oriented urban mobility, contemplating efficiency and focusing on efficient and integrated public transport. The introduction of the Light Rail Vehicle (LRV) to the system through federal funding supplemented by this PPP reinforces the idea of reconnecting the region to Rio dynamics, which is experiencing one of its best moments.
