São Paulo government will reissue notice to bid for the Line 6 of Metro

The governor of São Paulo Geraldo Alckmin (PSDB party) said on this Wednesday, July 31, that the notice to bid of the Line 6 – Orange (Brasilândia-São Joaquim), from the Companhia do Metropolitano de São Paulo (Metro), will be reissued soon. When asked if this would occur in August, Alckmin said there is no deadline set, but the goal is to make it as soon as possible. He said companies have expressed doubts about some points related to bidding, especially involving the values for disbursement of expropriation of property and for the contribution of the initial funding of the works. Therefore, the dispute would not have registered interested parties.

We had many questions on the notice to bid and we will reissue it quickly. The full Public-Private Partnership (PPP) model will be maintained. The partial PPP may have mismatch of dates, while the full PPP has responsibility of the private sector only, said Alckmin, highlighting the example of the work performed in the east wing of the Metropolitan Beltway, which runs from Mauá to Guarulhos. The governor cited that the winning consortium was responsible for expropriation, work construction and operation. This is the model that has worked before. The problem is that, in the case of Metro, the costs are high, said Alckmin.

The governor stressed that the main difficulty for companies to participate in the bidding of Line 6 have been doubts about the financing of expropriation of residential and commercial properties. He said the government of São Paulo is talking with the Brazilian Development Bank (Banco Nacional de Desenvolvimento Econômico e Social – BNDES) in order to see what kind of support the state bank can give to this public enterprise. The disbursement is very high at the beginning and that was the problem, he said.
