The Ceará State Government on Wednesday (10/06) released the date for opening civil works proposals for the LRV (Light Rail Vehicle) lowest construction bid price, scheduled for November 8th.
The LRV will connect the Parangaba and Mucuripe neighborhoods and is one of the urban mobility works promised by the State Government for the 2014 World Cup.
The government’s proposal establishes the work’s maximum value at US$ 115,538,289.55. The bid will be based on lowest construction price, and the company that is able to offer the service for a value below that proposed by the government will win.
According to the State Government, the LRV railroad branch will be 12.7 km long, with 11.3 kilometers running at street level and 1.4 kilometers on an elevated rail. The track will pass through 22 Fortaleza neighborhoods, and construction is forecasted to begin this year and finish by 2013. The LRV will be used by 90 thousand passengers per day, according to information provided by the State Government.
The LRV is one of the controversial construction works for the World Cup in Ceará, since nearly 2,000 families will have to be displaced for construction to occur. The displaced families are resisting their expropriation.
The government is making three proposals for families that will have to be displaced. In the first proposal, if residents lose part of their property, the government will only compensate for the lost space. In the second proposal, in which a property worth up to US$ 22.52 thousand must be removed, residents will receive this same value, in addition to a paid-off, 52 m² apartment in the José Walter neighborhood. In the third proposal, regarding properties above US$ 22.52 thousand, the government will pay the value of the property evaluation and the family will receive an apartment with US$ 28.15 installments.
