The Transport Minister Paulo Passos and the director general of the National Land Transport Agency (ANTT – Agência Nacional dos Transportes Terrestres) Bernardo Figueiredo said yesterday that the notice to bid of the first part of the High Speed Rail (HSR) bid, which addresses the operation, should be published in April, with the auction being held in October.
Figueiredo explained that the public hearings on the project will begin this month and must end in March. The goal is to have the High Speed Rail technology contracted by the end of the year. According to him, six groups had expressed interest in the bid. Figueiredo also said that the work’s technical project has not changed.
Minister Paulo Passos said the delay in the publication of the notice to bid is due to the high complexity of the project.

The HSR auction has been delayed twice, and when it was held, in July last year, there were no stakeholders. Therefore, the government decided to change the bidding model, dividing it into two parts. The first one deals with the technology to be used in the trains. Only after the establishment of the operator consortium – which will be also responsible for the executive project of the track – the civil work stretches will be bid.
The president of the Brazilian Development Bank (BNDES – Banco Nacional de Desenvolvimento Econômico e Social) Luciano Coutinho said yesterday that the bank intends to readjust the HSR financing according to new project modeling.
Coutinho, who attended a meeting at Palácio dos Bandeirantes with the São Paulo Governor Geraldo Alckmin and the Minister Paulo Passos, said that US$ 11.61 billion has already been provided to fund the project. He noted that the value is still based on 2009 prices and that the BNDES is completing calculations to readjust the value.
Asked about the government’s proposal to exempt debentures issued to fund infrastructure projects, he said that BNDES has a strong interest in these papers. He stressed that discussions are ongoing and several initiatives in this direction have already been taken, but the issue is again on the agenda to stimulate the emission of this type of paper to finance infrastructure.
