Government maintains forecast to get HSR started

The federal government postponed in early August the first stage of the auction of the High-Speed Rail (HSR), a modern – and controversial – project that provides passenger transportation between the cities of Rio de Janeiro, São Paulo and Campinas. The auction, scheduled for September 19, had its postponement confirmed even before the submission of proposals, on August 16, and should take at least a year to occur. The explanation of the Minister of Transport César Borges is that the postponement occurred at the request of the probable participants, who asked for more time to organize the consortia and structure their proposals.


Announced in 2007, the project for the first high-speed track in Latin America, which would travel a 511-km path between the three cities and with a demand of 100 million passengers / year in 2044, is surrounded by controversy. The high cost involved – $16.28 billion, according to estimates from September 2008, most coming from the public coffers –, the lack of an executive project that ensures the economic and operational viability for the work and even the bet to invest in a project considered by many experts as not a priority in terms of logistics are the reasons most frequently mentioned by the voices contrary to the HSR.


To Paul Fleury, CEO of the Institute Ilos, the HSR project is unreasonable from the point of view of logistics investment. First for the lack of real priority. Second, because it is not known exactly how much it will cost. Without the detailed engineering study, the final price of the work can double with the levels of errors that exist in such projects, he said.


To Valor Econômico, Hélio Mauro França, Director of the Empresa de Planejamento e Logística (EPL), under the Ministry of Transport, said that the new postponement does not change the expectation of startup of the bullet train for 2020. The date is still maintained. The postponement does not affect the implementation of the project. In contrast, it brings a perspective of more aggressive and fiercer competition. The most urgent is to develop an executive project that includes the entire apparatus that covers the installation of a high-speed train, from track layout, engineering works, electrification system, signaling, telecommunications, maintenance workshops, operational control centers and power systems in the transmission lines.
