Environmental licenses for railroads and highways may have the time reduced by about two years. This speed will result from the new role of the EPL (Empresa de Planejamento e Logística), which will assume the duties that were until then of the companies that won the bid with regard to obtaining environmental licenses. This, however, will occur at a stage prior to bidding. From that point, the new concessionaire will be responsible for this role.
According to the state-owned company, its participation in the upcoming bids of highways and railroads will change. The company will also monitor the process of preparation of the studies that will guide the concession and follow the implementation of the investment program.
Currently, the process for obtaining these environmental licenses is done after the bidding process of the concessions. In comparison with the current situation, in which licensing is initiated by the concessionaire that wins the bid, the saving of time may be, on average, two years to obtain licenses, according to the EPL.
By changing these procedures, the state-owned company plans to increase legal certainty and give greater assurance about the environmental viability of the stretch to be bid. Also, it will allow greater predictability of costs and deadlines related to environmental actions.

In order to facilitate these changes, the EPL has approached the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) and the Ministry of Environment.
Since the changes desired by the EPL do not involve changes in existing procedures for these licenses, the state-owned company itself will be responsible for accelerating the activities within its jurisdiction to formalize the new assignments.
