The controversial bullet train project is in the package of concessions that President Dilma Rousseff intends to announce next Wednesday, in an attempt to increase private investment and address the low rates of economic growth in the country. The package to be announced on Wednesday, August 8, includes more than 5 thousand kilometers of highways and 8 thousand of railroads, including the bullet train.
In a second step, the concessions for airports and ports are expected to be announced. Together, the transportation logistics projects will involve investments exceeding $39.5 billion and less than $44.5 billion, according to data that circulated yesterday in the government.
Besides the high speed rail linking the cities of São Paulo, Campinas and Rio de Janeiro, investments in the Ferroanel of São Paulo and in the East-West Integration Rairoad (Fico), in the stretch that goes from the city of Lucas de Rio Verde (state of Mato Grosso) and integrates with the North-South Railroad in Campinorte (state of Goiás), should be offered to private sector.
On highways, projects as BR-040 and BR-116 in Minas Gerais are listed. All stretches are of interest of companies, said the president of the Brazilian Association of Highway Concessionaires (ABCR) Moacyr Servilha Duarte. He believes that this time the government will require more investment to make concessions.

Partnerships. The auctions of airports, which are in queue of announcements, may involve a novelty: Public-Private Partnerships (PPPs). So far, the federal government has not used this form of concession, in which the participation of the public sector is larger than in a traditional concession. The notices to bid will also bring new requirements for candidates for the concession because the government wants to attract operators of airports with more experience than those who won the auctions of Guarulhos, Viracopos and Brasília.
The package of ports is a little late, given the complexity of the subject. The announcement by steps of the infrastructure concessions also meets the government’s need to generate a positive agenda throughout the month.
