The General Director of the National Land Transport Agency (Agência Nacional de Transportes Terrestres – ANTT), Bernardo Figueiredo, said yesterday that the financing of R$ 20 billion from the National Bank for Economic and Social Development (Banco Nacional de Desenvolvimento Econômico e Social – BNDES) for the bullet train, which shall link the cities of Campinas, São Paulo and Rio de Janeiro, shall only count for the second stage of the bidding. These funds shall only serve the building consortium, without benefiting the group that shall implement the technology and shall operate the development.
Mr. Figueiredo also said that the interest of the financing shall no longer be linked to the expected passenger demand. This mechanism was initially established to reduce the risk of the project regarding the passenger demand for services in the first tender model. This is no longer significant, he said.
The ANTT plans to hold the first tender in February 2012. The Invitation to Bid should be released in October. In this first phase, there shall be a contest between the companies that own the bullet train technology, which should seek the best estimate as calculated by the ratio between the cost of leasing the development and the fare.
Mr. Figueiredo has said that the forecast of demand was made based on conservative estimates. However, should the demand expectations be frustrated, the Government shall then bear part of the costs of leasing the infrastructure, which would not be fully covered by the train operator.

The price for the leasing of the infrastructure shall be defined in the second stage of the bidding. In this case, the winning group shall be the group that makes the lowest bid in terms of remuneration obtained through the lease. The developer shall make a reference based on the executive project as presented by the winner of the first bidding.
Mr. Figueiredo also stressed that the winner of the second tender (the construction group) shall be required to start an international tender for different stages of the work. If the contest is keen, providing an even lower cost, then the financial gain shall be of the concessionaire, who shall not need to reduce the value of the lease as established on hiring.
