The Notice to Bid for the Light Rail Vehicle (LRV) of Brasília must be published until next Friday, October 21, when the host city of the opening ceremony of 2014 World Cup will be announced – and Brasília is one of the candidate cities. LRV is the major urban mobility work planned for the city in the so-called Responsibility Matrix, which lists the enterprises that count on federal funds aimed at the competition. The text of the document is almost finished, but must be reviewed in the next week.
The first bidding process for the LRV was canceled this year by the Justice, which found irregularities in the process. After that, the government of Distrito Federal planned the publication of a new Notice to Bid for the last month, but decided for waiting the regulation of the Differentiated Contracting Regime (RDC) to use it. The more flexible measures of bids specific for the 2014 World Cup and 2016 Olympic Games were approved in July this year by the Congress, but the decree that regulated the regime was published on this Thursday only.
The LRV of Brasília will be one of the first works for the World Cup to use the new rules, which have already received many criticisms. The law that creates the regime is being contested by the General Federal Government Attorney in the Supreme Court.
