Responsible for coordinating the most important works of the Federal Government, the so-called Growth Acceleration Program (PAC – Programa de Aceleração do Crescimento 2), the Minister of Planning, Miriam Belchior, spent 18 hours of her work supervising on-site the hinders BR-408 e BR-101 roadways in Pernambuco, Alagoas and Sergipe.
President Dilma Rousseff, who intends to visit the North-South railway worksite this week, established Miriam’s road show aiming at doing a diagnosis more clear about the delay and, of course, pressuring businessmen to speed the works. Some things must be pushed, said the Minister during an interview for Estado. We are able to identify several problems; there is nothing better than come here to see it, concretely, at the worksite, how the works are going very well, identifying the natural issues and mobilizing teams.
Works’ execution is now a necessity to ensure that Brazilian economy is going to increase this year more than the 2.7% of the last year’s expansion. For example, in 2010 the economy had a 7.5% growth, but due to lack of investments throughout the years, the rhythm pressed inflation. Works’ pace is good, but we want to make it faster because this is important to help the economy growing up, said Miriam. The President is obsessed with it: making investments this year and accelerate the economy, she concluded.

PAC2
According to IBGE, the investments rate, which increase the production capacity and decrease inflationary pressures last year, dropping from 19.5% of PIB in 2010 to 19.3%. A part of this is related to costs cutting promoted by Dilma, which affected the performance for PAC2 works.
According to the program’s audit, published this Wednesday, the Federal Government did not spend 31% of the resources foreseen in the Budget for PAC2. It was paid US$15.54 billion (R$ 28 billion). However, two thirds of this amount was from Budgets before 2011, which were not spent, the so-called payable accounts.
In the first year of PAC2, created by Dilma when she was still the Minister and Chief of Staff to the President Luiz Inácio Lula da Silva, it was invested a total of US$112.61 billion (R$ 204,4 billion). Another highlight: this amount includes US$41.37 billion (R$ 75,1 billion) in real estate financings, which improve people’s life but it do not help Brazilian Industry to become more competitive in the global scenery, another thing the President is obsessed with.
Miriam, who traveled with the secretaries of her portfolio and the Minister of Transportation, Paulo Sérgio Passos, listened to contractors complaining about expenses higher than established. According to the minister, the Government started the negotiations with the Brazilian Court of Audit (TCU – Tribunal de Contas da União) about the new budget. Other problem seen by the team was the removal of Indians living in areas near the works; they want to solve the expropriation issue.
