The notice to bid for the bullet train connecting the cities of Campinas, São Paulo and Rio de Janeiro will not be published on Monday (November 26), as the government expected.
According to the National Land Transport Agency (ANTT – Agência Nacional de Transportes Terrestres), the model of notice to bid sent to TCU (Brazilian Court of Audit) last month was amended by the agency after the contributions made by stakeholders in the concession.
As Folha anticipated, the government will make changes to the already published model of notice to bid to start collecting the grant from the winning consortium per passenger, and not per train anymore.
In addition, the deadline for the submission of proposals was extended from six to eight months, and the participation of the Korean company operating high-speed trains will be permitted in the event – which was not permitted in the first model.
According to the statement of ANTT, on Monday (November 26) all contributions made to the model of notice to bid will be published.
The agency informed that the new notice to bid will not be published because it depends on review and approval of the Brazilian Court of Audit (TCU). Only after the approval it will become public.
TCU said it is still within the legal period for analysis.
