The Transport Minister Paulo Passos expects for June the completion of the studies that will define the path and the concession model of Ferroanel of the metropolitan region of São Paulo. After the surveys, the work bidding process will start. The announcement was made after a meeting in São Paulo with the state secretary of Logistics and Transport Saulo de Castro Abreu Filho, the state secretary of Metropolitan Transport Jurandir Fernandes, and the director general of the National Land Transport Agency (ANTT – Agência Nacional dos Transportes Terrestres) Bernardo Figueiredo.
From these studies, the next moves will be made, Passos said. A complex study was hired, which surveys and consolidates all the information about the Ferroanel. It is expected that the Ferroanel will come into operation in 2015 and the work budget will be US$ 927.3 million. The Ferroanel, according to authorities, it is important to relieve the tracks used by CPTM in the metropolitan region. Today, the freight transport needs to use the idle time of the passenger trains.
The project aims to provide the lines of the metropolitan region to serve the population that uses trains and grows in very high volume, Passos said. To the minister, the Ferroanel will also accelerate the freight transport to the Port of Santos, while increases the volume of the freight transported. Today, the metropolitan region receives from four to five million tons of freight, when the potential is 20 million tons, the minister said. It means we need to prepare for the logistics of transport is made more efficiently.

The minister said that the Ferroanel of São Paulo is a priority project for the government of Dilma Rousseff, and that it was included in the Brazilian Growth Acceleration Program (PAC – Programa de Aceleração do Crescimento). Therefore, he said, it should not be subject to cuts in the Government budget’s restrictions, which should be announced later this month, aiming to help the federal government to fulfill its primary surplus target. I do not see any cuts in my office in that which pertains to investments, Passos said. On the contrary, the Minister of Finance (Guido Mantega) gave me incentives in respect of PAC investments.
The Secretary of Logistics and Transport of São Paulo, Saulo de Castro Abreu Filho, said the work of the Ferroanel is essential both for the federal government and for the state government.
But he said that the work will be funded by the federal government, while the administration of São Paulo will help with studies and planning. The city of São Paulo depends on the São Paulo Metropolitan Train Company (CPTM – Companhia Paulista de Trens Metropolitanos) and that is exactly the conflict we are trying to solve with the Ferroanel, Abreu Filho said.
The work should be initiated by the northern stretch, according to the Secretary of Metropolitan Transportation of São Paulo, Jurandir Fernandes, since the region is already getting infrastructure works such as the Beltway and the Expresso Leste (Eastern Express), a railroad track for passengers.
