Brazilian contractors take Portuguese HST work

Contractor companies Odebrecht and Andrade Gutierrez went first in the competition for the construction of the first high-speed train line ever to be made by Brazilian companies. The consortium with participation of the two contractors had the best price for the construction of the Porceirão-Caia stretch, with 150 km, which is first part of the Portuguese tracing of the Lisbon-Madrid train scheduled to operate in 2013.


The bidding began in past July and in the last round held in November, the Brazilian consortium stayed in first place. The result has  to be confirmed by the Portuguese government – misses technical proposal evalution – to give the final result. The decision may be released in two weeks.


The consortium is led by Portugal’s Brisa, which operates in Brazil as a shareholder of the concessionaire CCR – part of  Andrade Gutierrez. Brisa also has a partnership, along with a company that makes the inspection of vehicles in Sao Paulo, called Controlar.


Odebrecht has entered in the contest for Portuguese speed train with two quotas, one of their own and one of its subsidiary in Portugal, Bento Pedroso – also one of the largest contractors in that country. Andrade Gutierrez participates through the Zagope, local constructor acquired in 1988. They are other three Portuguese contractors making part of the consortium, the Spanish Dragados and two Portuguese banks: Millennium BCP and Caixa Geral de Depósitos.

According to the president of the Portuguese operation of Odebrecht, Miguel Peres, the project was established as a public-private partnership (PPP) which is solely responsible for the construction and maintenance of the line. The operation of the train will be made by the Portuguese railway network – Refer. The payment of the PPP will have a fixed part, by the line disposal, and another variable, corresponding to tickets sale. The members of the consortium will share among themselves the construction of the railroad, and then remain members of the project – Odebrecht included. The PPP concession is 40 years.


Baptized as Elos – Ligações de alta velocidade, the consortium formed by Brazilian contract dispute with Altavista Alentejo, led by Portuguese contractor Mota-Engil. Elos offered US$ 2 bn for work, US$ 36,7 million more than the competitor, which offered US$ 1,96 bn. But the consortium composed by Odebrecht and Andrade made a 27% less bid for the maintenance of the line. Over 40 years the difference sum US$ 340 million.


In Brazil, Odebrecht is one of the main interested companies for the design of high speed train between Rio de Janeiro and Campinas, but like other private groups, it have criticized the financial model of the Brazilian project. For Felipe Jens, president of investment firm of Odebrecht, one of the main concerns is the lack of protection against the risk of demand. The danger, says the executive, is the model end up as the Taiwan bullet train.


There, the actual demand for the train was 70% lower than expected and the financial costs of debt of US$ 13 bn assumed by the dealer opened a hole in its accounts. The Taiwan High Speed Rail Comporation had lost US$ 780 million in 2008.
