Ministry of Development does balance sheet of PAC 2

The Ministry of Planning said on Friday (22) that 46.4% of the shares previewed in the second phase of the Growth Acceleration Program (PAC 2) were completed in the first two years of the project (2011-2012).


According to the ministry, the value of the shares already completed in this second phase of the program totaled $ 164.1 billion. Of this total, $ 100.6 billion (61%) were applied during the last year.


If included works that are not yet ready, the PAC 2 invested $ 236.2 billion between 2011 and 2012, which represents 47.8% of the total budget by 2014 ($ 494.5 billion). According to the government, the execution of the program budget in 2012 was 31% higher compared to the previous year, the first program.


Origin and destination of funds


The balance of the government reports that, from this total of $ 236.2 billion achieved in the last two years, $ 75.8 billion (32.1%) correspond to housing finance. Only Minha Casa, Minha Vida program received $ 18.15 billion of the total performed in this second phase of PAC 2.


As the State companies, including Petrobras, performed $ 64.45 billion (27.29%). According to the document, the private sector was responsible for another $ 49.45 billion of the total held in the PAC 2. The actions financed by the Union Budget totaled R$ 24.2 billion.


In the previous balance of the program, announced in November, the government had reported that, until September 2012, 38.5% of the previewed shares in this second phase of the PAC 2 were completed. At the time, the application of funds totaled $ 192.85 billion.


Stage of the actions


The Ministry of Planning announced again the result of its monitoring of actions, including only the sectors of transport, energy, urban mobility, the program Luz para Todos and water resources.


According to the ministry, 29% of the works of these sectors have been completed by December 2012. Other 58% are with the progress considered appropriate. If the works were considered in relation to their values, 21% are ready and 72% are considered adequate progress.


For the ministry, only 9% of the shares deserve attention because of delays (it was 11% in September) and another 4% is considered worrisome situation (compared to 5% in September). If the projects were considered by the values, these rates are, respectively, 6% (same result as September) and 1% (versus 2% in September).


Also according to the balance, 31% of the shares of PAC 2 are in construction stage. Another 12% are on bidding and 28% are still waiting for the completion of their projects or licensing.


Works


Regarding railroads, 459 km were completed between 2011 and 2012, but there is still ongoing 2,672 km, as per balance. In the North-South railroad, for example, only 28% of the 682 km section linking Anápolis (GO) to Estrela d’Oeste (SP) has been completed. The section between Caetité and Barreiras (BA) of the East-West Integration railroad is touted as worrying by the balance and between Ilhéus and Caetité, which has 12% of completion, as attention.


Between the airports, the balance sheet shows that it is worrying the construction of a new freight terminal in Porto Alegre. Scheduled for completion in August 2014, the work is 27% complete, but was paralyzed by problems in the foundation of the aircraft apron. The government points out, otherwise, the reform of the central body of the passenger terminal of the airport in Brasília and the construction of a new terminal at Guarulhos.


In the same period, as the ministry, 6,082 megawatts of electricity went into commercial operation, especially the Santo Antônio hydroelectric plant in Rondônia, which will have capacity to generate 3,150 MW by 2016, but already commercially operates 713 MW. As the thermal plants, they account for more than half the total of 6,082 MW, as the Port of Pecém I, in Ceará, which operates 360 MW.


The ministry points out that other 24,803 MW could be generated with the completion of the works that are in progress. As the hydroelectric plant of Belo Monte (PA), for example, will have the capacity to operate 11,233 MG. The work on the plant is 21% done, according to the balance sheet.


The minister Miriam Belchior detailed the exploration and production of oil and natural gas. According to her, between January 2011 and December 2012, 304 exploratory wells were started, with 161 onshore and 143 offshore, both in pre and post-salt. From this total, 251 were completed.
