The Empresa de Planejamento e Logística (EPL) announced on this Thursday (March 14) that the notice to bid 003/2013, about for hiring the company or consortium that will manage the works of the companies responsible for preparing the High Speed Rail (HSR) executive project, will undergo improvement. The rectification is needed in order to change the criteria for judging the technical proposals, seeking greater balance and efficiency in qualifying. Thus, the date of the international bidding went to April 26.
The HSR will connect the cities of Rio de Janeiro, São Paulo and Campinas. The management company will follow the development of the executive engineering projects such as tunnels, bridges, permanent way, stations, and maintenance and parking yards, which will be developed by contractors. After hiring, EPL estimates a period of six months for hiring designer companies and another 12 months to prepare the executive project.

The managing company must be able to establish technical requirements, evaluate and approve the proposed constructive methodologies and projects, coordinate the actions of different specialties and mainly promote integration between the different disciplines and their interfaces.
The company must also offer formats and models for hiring project engineering services, which requires multidisciplinary engineering.
The HSR represents a new technological milestone for Brazil by inaugurating a transportation system that will offer passengers quality, comfort, safety and speed of travel at competitive prices.
The estimated investment for the projects is $17.9 billion (between executive planning and infrastructure, system and train works), at 2008 prices. The HSR will reduce the pressure exerted by the growing movement of passengers on highways and airports that comprise the axis of these cities.
