Construction of Ferroanel of São Paulo will require $1.22 billion

The construction of the Ferroanel, which has one of the stretches (South) passing through the ABC region, will require about $1.22 billion. The estimate was made by the regulation technician of the National Land Transport Agency (ANTT – Agência Nacional de Transportes Terrestres) railroad area, Francisco Gildemir. The Ferroanel, rail system to be built around the metropolitan area of São Paulo, is considered strategic to help minimize logistical bottlenecks in the country. It is not a solution only to São Paulo, but also for Brazil, Gildemir said.  He explains that this work will fulfill several goals: to remove the freights that pass today by CPTM (Companhia Paulista de Transportes Metropolitanos – São Paulo Metropolitan Train Company) tracks – that are shared by MRS Logística – in urban areas and allow the streamlining of the transport of people; improve the flow of freight from other regions of the country (from the interior of São Paulo to Santos or from the Southern States to Rio de Janeiro); and add value to platforms away from the central areas of the metropolitan region.


The expert also notes that, for the project to get started, there has been agreement between the state and federal governments, which is an important point for the advancement, because of the high costs of the works. Initially, the North stretch, which will pass through Jundiaí and Itaquaquecetuba, was evaluated as having the highest freight potential. Nevertheless, the bidding will be opened for the two stretches.


The delay for the Ferroanel to be built is natural, in the technician’s evaluation. The project has been discussed for over ten years and, when the South stretch of the Beltway was conceived, an area on the edge of the road was reserved for the passage of railroad track. Many studies are required, he said. He adds that the connection with Santos is a complement to the Ferroanel that will facilitate the sending of freight to Santos.


Doubts – Another expert, Gerson Toller, who is director of Revista Ferroviária, is not so confident that the project will be performed. “The plan is well designed, and the amount ($44.70 billion for all package rail tracks, covering 10,000 km) is more than double than for highways. It just needs to happen,” he said.


Among the qualities of the project, Toller notes that the concession model, which allows the entry of independent operators that would pay toll to use the railroads, is positive. Today (the freight transport) is very restricted.
