The State Company, Valec, decided to suspend a millionaire bidding, held yesterday, for the purchase of rails that would be used in the construction of the Railroad of East-West Integration (Fiol), in progress in Bahia. The bid received a single commercial proposal, made by the consortium PNG Brazil Steel Products and Pangang Group International Economic & Trading.
In trading, the value of the contract was agreed at $ 238.6 million. The purpose was to buy 147,000 tons of rails to be installed between the cities of Ilhéus, in the coast of Bahia, up to Barreiras, in the backcountry of the State. The suspension of the auction, however, has no time to finish.
As found Valor Econômico, Valec’s decision was based on determination of the Court of Audit (TCU), taken yesterday. After reviewing a grievance presented by Valec, the court decided to maintain the precautionary suspension of a first notice that the state was prepared to purchase the rails of the North-South Railroad, another project that is under its responsibility. As TCU decided to maintain the stoppage of the announcement of North-South Railroad, Valec found it better to avoid exhaustion with cutting of the bills and, on its own initiative, suspended the railroad bidding of Bahia railroad.
In the decision of TCU tied to North-South Railroad, the stoppage of the announcement of the acquisition of 95.4 thousand tons of rails for use in the section between the cities of Ouro Verde (GO) to Estrela do D’Oeste, in São Paulo. The consortium that has bid to provide equipment for Fiol is the same who made the offer to the rails of North-South Railroad.
Despite being one of the largest exporters of iron ore in the world, responsible for about 14% of the world production, Brazil has no factory of rails. All material has to be imported.

The suspensions may further compromise the timing of federal railways. The North-South and Fiol are the only two rail projects that were under the tutelage of Valec after the government designed a package of 10 thousand kilometer of railroads concessions. Projects that were once part of their plans, as the Integration Midwest Railroad (Fico), which shall cross Mato Grosso, became part of the package of concessions.
In a recent interview with Valor, the minister of Transports, Paulo Passos, said the expectation is that Valec double the budget execution this year, reaching $ 1.1 billion.
