Divergences between the National Agency of Road Transportation (ANTT) e and the Union’s Accounting Court (TCU) are causing delays on the schedules established by the Government for the third phase of the road granting program – which basically includes federal roads in Minas Gerais – and the bid for the speed train project, connecting Campinas, São Paulo and Rio de Janeiro.
According to ANTT, the TCU is demanding, in the case of the speed train, that the agency prepares the basic project for the endeavor, which would include economical and technical aspects. The agency argues that, if it prepares the project, it may end up stiffening the competition at the bid. A source related to the agency explained that the basic project will include, for example, the technology to be used on the Brazilian high-speed train. Thus, if this selection is pre-established by the agency, some competitors would need to leave the dispute.
The TCU has not confirmed if this requirement was made. Through its assessors, the TCU informed that, until last Monday, the government was still sending documents related to the project.
The sub-head of Articulation and Monitoring from the Civil House, Miriam Belchior, said that the government still works with the perspective of concluding the speed train before the 2016 Olympic Games, in Rio de Janeiro. Miriam warned, however, that this forecast depends on a quick answer from TCU.
In the case of roads, the 10th Balance from PAC, disclosed yesterday, informs that the TCU demanded the elaboration of new studies on technical and economic feasibility, in addition to new public hearings, which, according to the document, may delay grants in up to three years.
